8INDIAREVIEWDECEMBER, 2025ADB APPROVES $650M LOAN TO SPEED UP ROOFTOP SOLAR INDIAThe Asian Development Bank (ADB) has approved a USD 650 million (around Rs 5,780 crore) policy-based loan to support the Government of India in accelerating rooftop solar adoption and expanding access to clean, affordable energy for 10 million households by 2027.This funding is part of Subprogram 1 of the Accelerating Affordable and Inclusive Rooftop Solar Systems Development Programme. This programme supports the Prime Minister's funding for Pradhan Mantri Surya Ghar: Muft Bijli Yojana (PMSGMBY), which seeks to increase accessibility to rooftop solar for all citizens across India.The ADB loan India aims to accelerate rooftop solar adoption by providing solar energy funding, promoting renewable energy India, supporting clean energy investment, strengthening solar infrastructure, and advancing India green energy initiatives.The programme will tackle long-standing challenges that prevent the widespread use of rooftop solar, including issues with finance and regulatory uncertainty. The Loan will provide greater access to affordable solar energy and green job opportunities for women.Additionally, PMSGMBY will also improve the financial viability of the power sector, providing means for residential customers to install rooftop solar power systems, both of which can be up to 3kW. Customers can receive financial assistance for the installation of rooftop solar power systems, with a 60% subsidy for systems up to 2kW and a 40% subsidy on the excess capacity between 2kW and 3kW.The key reforms within the program will be a set of uniform operational guidelines and a set of quality standards for residential rooftop solar systems; as well as support for increasing mass adoption by low- and middle-income households of residential rooftop solar systems through the means of providing collateral-free, low-interest loans and utility-led aggregation models and model solar villages.In addition, the program will also create job opportunities by training at least 5,000 people (including 1,500 women) in solar PV installations, while concurrently developing a sustainable vendor ecosystem that will be able to take full advantage of the opportunities presented by this program. IMRAccording to the data presented to Lok Sabha, India's PLI scheme for solar PV Modules High Efficiency has been a catalyst in boosting domestic Manufacturing of solar PV Modules in addition to boosting domestic Manufacturing and job Creation of approximately 43,000 ( 11,220 of which are direct employment positions) by the End of October 2025.The PLI scheme is boosting solar module jobs and driving renewable energy manufacturing, strengthening the India solar industry with more green jobs as the production linked incentive accelerates solar capacity expansion.The number of Employment created is distributed across 9 different states in India including: Gujarat, Tamil Nadu, Rajasthan, Maharashtra, Andhra Pradesh, Madhya Pradesh, Uttar Pradesh, Jammu & Kashmir and Odisha.Gujarat is the number one state in this respect having created over 22,400 through the establishment of manufacturing sites by Reliance Industries, Adani New Industries and many other players. Tamil Nadu is in the second place with approximately 6800 jobs created by FS India Solar Ventures, VSL Green Power and TP Solar.Andhra Pradesh added 1,620 new jobs through two of its Manufacturing Facilities while Odisha had approximately 200 jobs created by AMPIN Solar. In addition to the jobs generated by these firms detailed above, additional jobs are also attributed to other multi state facilities established by firms including: ReNew Photovoltaics, Grew Energy and Avaada Electro.In an effort to establish gigawatt-scale integrated capacities for manufacturing, the Indian Government is moving to launch the PLI scheme with an estimated 24,000 Crores. Awards for the construction of 48.3 GW's worth of PV module manufacturing facilities that are 100% or partly integrated have been distributed to interested parties.The recently published Approved Lists of Models and Manufacturers (ALMM) shows how India has advanced towards establishing a total of 121.68 GW of solar PV module production capacity on the ground by the time of the ALMM's publication on November 25th, 2025, even though large imports of PV modules into India were made during the first half of FY 2025-26 to the tune of 385 crore ($386.33 million) and a volume of 180.58 lakh modules.
