Bihar Approves Renewable Energy Policy Boosts Clean Power Push

The Cabinet of Bihar approved the Bihar Renewable Energy Policy-2025 which emphasizes the shift toward clean energy and less reliance on fossil fuels. The policy substitutes for the 2017 edition and will fulfill the next five years of the renewable energy expansion in the state of Bihar.

The first interim goal for Bihar is to reach an installed capacity of 23,968 MW of renewable energy capacity and 6,1Gwh of energy storage across solar, wind, biomass, green hydrogen, geothermal, pumped hydro, and battery storage.

The state policy aligns with India's commitment to net-zero goals by offering financial incentives, simplifications in regulation, and improved access to the grid. Rooftop solar rules have been simplified, incentives for green tariffs and carbon credit trading were included, and the policy provides easier access to participants in the private sector.

The policy promotes investment by providing relief on several charges associated with their projects and has produced clear steps for project setup.

Energy Minister Bijendra Prasad Yadav praised the policy as a "milestone" and commended Chief Minister Nitish Kumar for his leadership. Energy Secretary Manoj Kumar Singh noted that it would allow Bihar to sustainably and inclusively meet increasing energy demands.

The policy, developed by BREDA with input from multiple departments and based on good examples set by other states like Gujarat and Maharashtra, promotes development of hybrid parks and renewable zones, as well as campus-based projects that can use developers, state, and private developers.

With this policy, Bihar will join states that are proactively supporting green energy and attract investments, create jobs and future cleaner energy.
