
Haryana Launches Policy to Boost Defence Manufacturing
- Haryana’s Aerospace and Defence Policy aims to attract $1 billion investment

- A modern crew training centre at Karnal will boost aviation training
The Haryana government has exposed the Aerospace and Defence Policy, which provides a roadmap to make the state India’s leading aerospace and defence manufacturing hub.
A review meeting chaired by Haryana’s Commissioner & Secretary, Civil Aviation, Amneet P Kumar, included presentations by Vivek Virmani, Deputy Director General, Innovations for Defence Excellence (iDEX) COO, Defence Innovation Organisation (DIO) and Jatin Arora, Deputy Programme Director, iDEX, Ministry of Defence around the emerging opportunities and collaboration under iDEX framework and Haryana’s position in the country’s defence innovation ecosystem.
Amneet P Kumar explained, the policy has already been notified and schemes will follow soon after. The policy aims to attract $1 Billion investment during the next five years and create nearly 25,000 jobs. This initiative will establish Centre of Excellence, R&D facilities, and advanced skill development centres.
It further envisions Haryana as a key North Indian hub for maintenance, repair and overhaul (MRO), while facilitating a robust infrastructure support to attract OEM’s, Tier-1 manufacturers and Indian defence units.

Another significant development is the Hisar Integrated Manufacturing Cluster (IMC), which will be delivered through a special purpose vehicle (SPV). The Haryana Aerospace and Defence Corporation (HADC) will be the SPV owner with a shareholding of 51% while the National Industrial Corridor Development and Corporation Trust (NICDCT) will invest ₹1,810.58 crore for the remaining 49%.
The IMC will occupy 2,988 acres with an overall financial commitment of ₹4,679.56 crore delivering through two phases of procurement. Phase 1 is 1,605 acres in extent with a financial plan of ₹2,428.39 crore and Phase II is 1,383 acres with a financial plan of ₹2,251.17 crore.
The priority of IMC is a sustainable environment, with 61% of phase 1 land earmarked for industry and the remainder for infrastructure, utilities, green areas and roads. The environmental clearance has been secured for 937 acres with the balance expected by December 2025.
Also, the establishment of a contemporary crew training centre at Karnal will enhance Haryana's ambitions as an aviation training and skill element, contributing to the longer terms vision of excellence in aerospace and defence.
