
UP Unveils Rs 2,900 Crore Plan for Smaller Towns

The Uttar Pradesh government has unveiled a ₹2,900 crore urban development blueprint aimed at upgrading smaller towns, signaling a strategic shift toward balanced and inclusive urbanization beyond major cities.
The plan, estimated at over ₹2,915 crore over five years until 2029–30, seeks to replicate elements of the Smart City Mission across Tier-II and Tier-III towns. It will cover urban local bodies across 58 district headquarters, focusing on strengthening infrastructure and improving overall quality of life. Annual spending under the initiative is projected at around ₹583 crore, indicating a sustained investment approach rather than a one-time allocation.
A central component of the blueprint is the introduction of modern urban infrastructure in smaller municipalities, including digital governance systems, e-services, and technology-enabled civic solutions. The objective is to create more efficient, transparent, and citizen-centric urban ecosystems, bringing smaller towns closer to the standards of larger metropolitan areas.

The initiative, titled Navayug Palika Yojana, will be fully funded by the state government without central assistance. It also includes plans to develop up to 100 new townships across 75 districts, reflecting a broader ambition to decentralize urban growth and reduce pressure on major urban centres.
From a policy standpoint, the move aligns with Uttar Pradesh’s long-term economic vision of becoming a $1 trillion economy by 2030. By upgrading infrastructure in smaller towns, the government aims to stimulate local economic activity, attract investment, and support sectors such as real estate, SMEs, and services. It is also expected to reduce regional disparities by extending development benefits beyond established urban hubs.
The plan incorporates a structured implementation mechanism, with a state-level technical committee responsible for evaluating and approving projects. Additionally, towns will be categorized based on population size to ensure targeted and need-based development interventions.
Overall, the ₹2,900 crore blueprint represents a shift toward distributed urbanization, where smaller cities are positioned as key drivers of economic growth. By focusing on infrastructure, governance, and planned expansion, the initiative aims to create a more balanced urban development model across the state.
