Haryana Plans Decentralised Renewable Power for Villages

Haryana is progressing towards a decentralised energy model for its villages, Energy Minister Anil Vij announced following a meeting with a delegation from the Philippines recently. Following the example of the Philippines, where electrification is done locally in over 7,600 islands to avoid the constraints of a single grid, Haryana is striving to construct a similar approach based on local decision-making and scaling up to the state level for the benefit of rural areas.

Vij stated that for all countries to advance, sharing scientific research and best practices were necessary, adding, "Haryana will study the Philippines' model and implement similar decentralised energy solutions in villages of the state".

As part of transitioning to decentralisation, Haryana will focus more on renewable energy. Vij pointed to India’s greater renewable vision with an emphasis on the national government’s goal of 500 gigawatts (GW) of renewable capacity by 2030 and the Panchamrut Goals that included Prime Minister Narendra Modi’s pledge to significantly transition the country to renewable energy at COP-26: to supply 50% of energy needs from renewables, reduce carbon emissions by 1 gigatonne, to transition from carbon intensity to cleaner fuels of 45% by 2030 from 2005 levels, and to achieve Net Zero by 2070.

Haryana is already on track in terms of progress. The state’s total installed and contracted renewable energy capacity, as of July 2025, is 6,264 MW, which equates to 38.6% of its total generation. Solar energy alone produced approximately 2,200 MW. 

Haryana has distributed over 1.7 lakh solar irrigation pumps to its farmers under the PM-KUSUM scheme which helped lower costs and emissions for irrigation. Maryland also has a commission 10 MW solar plant at Panipat, developed over 448 MW of solar projects under construction, and approved 13 solar parks, with Panchkula as a model solar city.

Furthermore, Vij also states that Haryana is backing India's Green Hydrogen Mission by developing a draft policy for hydrogen with a target of achieving 250KTPA of green hydrogen and 2 GW of electrolyser manufacturing by 2030. 

Haryana is also supporting bio-energy by converted surplus paddy straw into compressed biogas (CBG). Currently, there are 17 CBG plants with a capacity of 108.9 TPD in operation, and 11 additional plants are in construction.
