India Clears Solar Cell Makers with 13 GW Annual Capacity

  • MNRE’s ALMM list for PV cells includes six Indian manufacturers with a total capacity of 13 GW
  • Mundra (Adani) leads with 3.8 GW, followed by FS India (3.2 GW) and Premier Energies (1.9 GW)
  • Projects bidding after Aug 31, 2025, must use ALMM-listed modules and cells

The Approved List of Models and Manufacturers (ALMM) for photovoltaic (PV) cells was issued by India’s Ministry of New and Renewable Energy (MNRE) with six Indian manufacturers that have a total annual capacity of 13 GW.

The manufacturers listed in the ALMM are FS India (First Solar), Jupiter International, Emmvee, Mundra Solar (Adani), Premier Energies, and ReNew. Mundra Solar, by far has the most approved cumulative capacity of 3,832 MW consisting of 1,939 MW of bifacial monocrystalline silicon PERC and 1,893 MW of bifacial n-type TOPCon cells.

FS India was the second highest with an approved capacity of 3,212 MW. Premier Energies has 1,925 MW of bifacial monocrystalline PERC, Emmvee has 1,553 MW of bifacial n-type TOPCon, ReNew has 1,766 MW of bifacial monocrystalline PERC, and Jupiter International has 779 MW of bifacial monocrystalline PERC.

The use of the ALMM is being phased in. For solar projects with bid submission dates on or before August 31, 2025, the ALMM modules are mandatory; but the use of ALMM cells is not mandatory even if commissioned after June 1, 2026.

However, for projects with bid submission dates after August 31, 2025, both modules and cells will be required to be ALMM approved regardless of when commissioned including prior to June 1, 2026.
