India, Sri Lanka Review Power Cooperation and Energy Projects

India and Sri Lanka have reviewed progress on key bilateral energy projects, including the proposed India-Sri Lanka HVDC power interconnection and the Sampur Solar Power Project. Both sides also discussed renewable energy, cross-border electricity trade, transmission infrastructure and capacity building to strengthen regional energy security.

India and Sri Lanka have reviewed progress on key bilateral energy projects and discussed expanding cooperation in the power sector, with a focus on cross-border electricity trade, renewable energy and transmission infrastructure. The discussions took place during a bilateral meeting in New Delhi between Union Minister for Power and Housing and Urban Affairs Manohar Lal and Sri Lanka’s Minister of Ports and Civil Aviation and Minister of Energy, Anura Karunathilake.

The two ministers reviewed the proposed India-Sri Lanka High Voltage Direct Current (HVDC) interconnection project and the Sampur Solar Power Project, both of which are intended to strengthen electricity connectivity between the neighbouring countries. The HVDC link is expected to provide a framework for greater cross-border power exchange, while cooperation on solar energy supports Sri Lanka’s transition towards cleaner sources of electricity.

The meeting also covered opportunities to expand collaboration in renewable energy, transmission infrastructure and capacity building. Both countries are seeking to strengthen their energy partnership as regional electricity networks become increasingly important for improving supply reliability, integrating renewable power and supporting long-term energy security.

During the discussions, the Indian side shared its experience in developing transmission infrastructure through the Tariff-Based Competitive Bidding (TBCB) framework under the Public-Private Partnership model. The exchange is expected to support Sri Lanka in evaluating approaches for developing and financing future transmission infrastructure.

Both sides also reviewed progress under existing bilateral cooperation mechanisms and reaffirmed their commitment to strengthening the India-Sri Lanka energy partnership. The discussions are aligned with wider efforts to promote sustainable development and improve regional energy security through greater cooperation in electricity, renewable energy and transmission.

Manohar Lal reiterated India’s commitment to expanding its long-standing energy cooperation with Sri Lanka, while Anura Karunathilake acknowledged India’s continued support and expressed Sri Lanka’s interest in further deepening bilateral collaboration. The latest engagement highlights the growing importance of cross-border energy connectivity in strengthening economic and strategic ties between the two countries.
