India Unveils 10-Year Roadmap for Global Defence Ties

India has unveiled the 10-year RAKSHA roadmap to strengthen global defence partnerships. Its four pillars focus on strategic cooperation, capacity building, indigenous defence exports and maritime security, reinforcing India’s global security role.

India has unveiled a 10-year strategic roadmap for defence diplomacy aimed at expanding global security partnerships, strengthening international cooperation and positioning the country as a key defence manufacturing hub.

Defence Minister Rajnath Singh released the RAKSHA document at an event in New Delhi. The framework seeks to align India’s national security priorities with proactive international engagement and provide a clear direction for defence diplomacy over the next decade.

The roadmap is built around four key pillars: strategic partnerships, capacity building, indigenous defence exports and maritime security. Under strategic partnerships, India will seek to deepen bilateral and multilateral security cooperation with friendly countries. The framework also envisages expanding joint military exercises, training programmes and the exchange of operational best practices.

The indigenous exports pillar reflects India’s push to expand its defence manufacturing capabilities and promote domestically developed platforms in international markets. The roadmap aims to strengthen India’s position as a reliable global defence manufacturing partner, supporting the broader objectives of Make in India and greater self-reliance in defence production.

Maritime security forms the fourth pillar, with the roadmap seeking to strengthen India’s role as a Net Security Provider and First Responder in the Indian Ocean Region. The focus comes as maritime security, secure sea lanes and regional stability become increasingly important to economic and strategic interests.

The Ministry of Defence described the document as an actionable vision for the coming decade and said defence diplomacy remains a core pillar of India’s foreign policy. The framework aims to reinforce India’s role as an anchor of peace, stability and a rules-based international order amid an evolving global security environment.

The roadmap was unveiled amid intensified defence engagement between India and partner countries. A day earlier, India and Belgium held discussions on defence and industrial cooperation, with multiple MoUs and contracts signed. Singh said the partnership would leverage Belgian technology with Indian skills and scale.

Senior officials attending the RAKSHA launch included Chief of Army Staff General Dhiraj Seth, Defence Secretary Rajesh Kumar Singh, Secretary (Defence Production) Sanjeev Kumar, Vice Chief of Air Staff Air Marshal Ashutosh Dixit and Vice Chief of Naval Staff Vice Admiral Ajay Kochhar.

The RAKSHA framework marks an effort to give India’s defence diplomacy a long-term strategic direction while connecting international partnerships with indigenous manufacturing, defence exports, capacity building and maritime security.
