India-Japan Deepen Cooperative Development Framework
- NITI Aayog and JICA signed Phase II of the Japan-India SDG initiative to strengthen governance-driven development in Aspirational Districts and Blocks

The NITI Aayog and the Japan International Cooperation Agency (JICA) established their structured international collaboration through the signing of Record of Discussions which enables them to launch Phase II of their Japan-India Cooperative Actions towards Sustainable Development Goals (SDGs) project.
The India Japan partnership continues to strengthen through a structured Cooperative Development Framework, deepening India Japan bilateral cooperation, reinforcing Indo-Japan strategic ties, advancing India Japan economic collaboration, expanding the development partnership Asia, and promoting sustained India Japan policy dialogue.
The agreement establishes a governance partnership which enables coordinated institutional efforts to accelerate development progress in India’s Aspirational Districts and Blocks.
The signing ceremony was attended by senior representatives from both sides, who described the initiative as a model of bilateral cooperation built on joint planning, implementation, and monitoring.
The framework establishes institutional partnerships between the two nations to develop policies, improve delivery systems, and implement SDG targets at community level. The second phase of the project aims to improve monitoring systems, administrative abilities and policy performance in areas that lack essential services.

The programme will cover six priority themes: global partnerships, health and nutrition, education, agriculture and water resources, financial inclusion, skill development, and basic infrastructure.
The initiative establishes structured cooperation to enhance governance systems and create conditions for evidence-based decision-making which uses data at both district and block administrative levels.
The project includes four main elements which are capacity-building programs, knowledge-sharing networks, person-to-person exchange activities, and the collection plus distribution of successful methods. The program will provide specific districts with targeted technical assistance to help them overcome their particular development challenges.
The implementation of Phase II demonstrates how the India-Japan partnership has advanced through their joint governance system which combines shared responsibility to support their collaborative work for achieving sustainable development goals by 2030.
