
Punjab CM Launches Hunar and Fast Track Portals
Punjab Chief Minister Bhagwant Mann launches HUNAR Punjab and Fast-Track Punjab portals to connect skilled youth with employers, streamline industrial approvals within 45 days and improve transparency in investment incentives.
Punjab Chief Minister Bhagwant Singh Mann has launched HUNAR Punjab and Fast-Track Punjab portals to strengthen industry-academia collaboration, improve employment opportunities for skilled youth and accelerate industrial investment approvals in the state.
The portals were launched in Chandigarh in the presence of Industry, Commerce and Investment Promotion Minister Aman Arora. The initiatives aim to connect industries directly with educational institutions and skilled workers while enabling investors to track financial incentives and access approvals through a single-window system within 45 days.

HUNAR, which stands for Hub for Upskilling, Networking, and Access to Rozgar, is designed as a workforce-matching platform. It allows companies to identify institutions offering relevant courses, assess the availability of students with specific skills and communicate recruitment requirements. The platform also supports internships, industrial training, placements and longer-term partnerships between industries and educational institutions.
According to the state government, around 1,750 institutions have already registered on HUNAR Punjab. These include industrial training institutes, polytechnics, colleges, universities, medical and nursing institutions, and skill-development centres. The initiative aims to reduce recruitment time, improve coordination between employers and training providers, and expand employment opportunities for young people within Punjab.
The HUNAR platform includes four key modules: institute discovery, hiring and placements, internships and industrial training, and industry-institute collaboration. The proposed partnerships can cover curriculum development, faculty training, guest lectures, on-the-job training, technology support and corporate social responsibility initiatives. Dedicated dashboards, grievance-redressal facilities and help-desk support are intended to improve accountability and make the process more accessible to participating institutions and companies.
Fast-Track Punjab, meanwhile, is designed to facilitate industrial investment by simplifying approval procedures and improving transparency. The platform includes an incentive-tracking facility that functions like an electronic passbook, enabling businesses to check their eligibility for fiscal incentives, amounts utilised and balances available under the state’s Industrial Development Policy.

Arora said Punjab had attracted investments worth approximately ₹1.89 lakh crore over the past four-and-a-half years, with 2,600 projects approved. An investment of around ₹60,000 crore is expected to materialise in the state during 2026, he added.
Mann said the portals form part of the government’s broader efforts to digitise administrative processes, improve transparency and connect local talent with industry demand. The initiatives are intended to strengthen Punjab’s industrial ecosystem while helping businesses access skilled manpower and enabling young people to find employment closer to home.
