
Tamil Nadu Ties Up With Sarvam AI for Sovereign AI Park

The Tamil Nadu government has signed a landmark agreement with Sarvam AI to establish India’s first full-stack Sovereign AI Park, marking one of the country’s most ambitious state-led investments in AI infrastructure. With an initial outlay of ₹10,000 crore, the project is expected to create more than 1,000 high-skilled jobs and strengthen India’s capacity to develop trusted, domestically governed artificial intelligence systems.
The memorandum of understanding was signed in the presence of Chief Minister M K Stalin, signalling the state’s intent to play a leading role in shaping the future of artificial intelligence in India through public-interest-driven innovation and long-term institutional development.
Planned as a dedicated AI district, the Sovereign AI Park will integrate high-performance computing infrastructure, secure data frameworks, advanced AI model research laboratories and innovation clusters for startups and enterprises. A specialised institute focused on the use of artificial intelligence in governance will also be established within the park, supporting applications across public administration, policy design and citizen services.

The park is designed to operate as a full-stack environment, ensuring that data, models and computing resources remain within the state’s trust boundary. This approach is aimed at enabling ethical AI deployment, strengthening data security and ensuring regulatory oversight, while supporting innovation at scale across multiple sectors and use cases.
Industries Minister T R B Rajaa said the initiative reflects Tamil Nadu’s commitment to not just adopting artificial intelligence, but actively shaping its development. He added that the state intends to lead large-scale AI deployment across sectors such as education, agriculture, healthcare and citizen engagement, while creating opportunities for startups, technology firms and research institutions.
Sarvam AI, an Indian generative AI company focused on building foundational models aligned with India’s linguistic diversity, will anchor the technology stack of the park. Arun Roy, Secretary for Industries, Investment Promotion and Commerce, said the project would place Tamil Nadu among a small group of global destinations offering AI-grade infrastructure and deep-tech talent within a single integrated ecosystem. He said the park is expected to attract global technology investment while strengthening local research and enterprise capabilities.
Inspired by the historic Sangam academies, the AI Park will also function as a modern “Digital Sangam”, with a strong emphasis on developing Tamil-first foundational AI models that connect classical vocabulary with contemporary digital use cases. IIT Madras Director V Kamakoti said anchoring sovereign AI infrastructure in the state would help students and researchers become global creators of AI rather than passive consumers. Sarvam AI Co-Founder Pratyush Kumar said the partnership aims to move AI from experimentation to real-world impact by bringing government, academia, startups and enterprises onto a single platform.
