Delhi Approves ₹400 Crore Startup Policy to Create Jobs

Synopsis: Delhi approves a ₹400-crore Startup and Incubation Policy to establish incubation centres across universities and colleges, providing funding, mentorship, and infrastructure to promote innovation, entrepreneurship, and student-led startups.

The Delhi Cabinet has sanctioned the policy for Delhi Start-ups and Incubation with an allocation of over ₹400 crore for the next five years to promote innovation, entrepreneurship, and research in the national capital. The policy is expected to help make Delhi a startup leader through the creation of incubators in the state government’s educational institutions with the provision of financial and mentoring assistance to the entrepreneurs. This is part of the efforts by the government to create an innovation environment and support student-based startups.

The policy implementation shall be done in phases starting from eleven state universities, thirteen aided colleges, polytechnics, ITIs, and government schools. These eligible institutes will be provided financial support in a one-off manner for setting up or upgrading their incubation centers, besides operational funds for mentoring, networking, innovation programs, and building an ecosystem. In addition, students of government schools will also have access to the incubation centers through these institutes.

The most important aspect of this strategy is the provision of support to the entrepreneur at an early stage. This includes monetary help in stages, mentoring, business development services, and networking with the investors and specialists from the field. With the involvement of universities in the startup environment, the government tries to promote innovation based on scientific research.

In order to facilitate successful implementation of the incubation policy, the government will put in place a State Incubation Policy Monitoring Committee (SIPMC). This committee will be composed of members from governmental ministries, educational institutions, and the industry and start-up sector. The main function of the committee will be monitoring the implementation of the incubation policy.

According to Chief Minister Rekha Gupta, the objective of this scheme is to empower young innovators through the provision of resources needed for turning their innovative ideas into profitable ventures. This scheme aims at promoting cooperation among academics, entrepreneurs, and investors in order to generate a sustainable flow of startups based on technology.

The acceptance of the Delhi Startup and Incubation Policy will be a big move forward towards improving the innovation culture of the capital.
