Ladakh to Launch ₹100 Crore Startup Policy to Back 1,000 Startups
Ladakh plans to launch a ₹100 crore startup policy in November 2026 to support around 1,000 startups, promote entrepreneurship and strengthen traditional industries, commercial agriculture and rural livelihoods.
Ladakh’s Union Territory administration is preparing to launch a dedicated startup policy in November 2026, backed by a ₹100 crore allocation, to encourage entrepreneurship, promote innovation and strengthen the region’s economy. The initiative is expected to benefit approximately 1,000 startups, according to Administrative Secretary Himanshu Gupta.
Gupta said the policy guidelines have been finalised, paving the way for the formal launch. The framework, envisioned by the Lieutenant Governor, is intended to help local entrepreneurs establish businesses, develop products and access markets while creating opportunities for self-employment and local economic development.

The administration’s broader economic strategy also focuses on adding value to traditional products, expanding commercial agriculture and strengthening rural livelihoods. The Pashmina wool sector is a key priority, with efforts aimed at addressing processing gaps and improving market access for locally produced goods. Initiatives such as the Pashmina Conclave are intended to bring greater attention to the sector and its development potential.
The administration is also exploring ways to scale up agriculture through the Small Industries Development Corporation of Jammu and Kashmir (SIDCO). The proposed approach aims to increase capital flow into the local economy, improve skills among residents and support the production and sale of locally manufactured goods.
Agriculture and horticulture are receiving particular attention as part of the region’s rural development strategy. By encouraging commercial farming, strengthening traditional industries and improving access to markets, the administration aims to diversify economic activity and create sustainable livelihood opportunities for local communities.

The proposed startup policy represents part of Ladakh’s wider effort to build an entrepreneurial ecosystem suited to its regional strengths. Its effectiveness will depend on the implementation framework, eligibility criteria, accessibility of financial support and the ability of local enterprises to convert assistance into sustainable businesses. The administration has indicated that the guidelines are ready, although detailed implementation provisions and individual startup benefits have yet to be fully outlined publicly.
