Delhi Approves Parivartan Scheme for BS-VI Vehicles

Synopsis: The Delhi Cabinet approves the PARIVARTAN scheme to replace old commercial vehicles with BS-VI-compliant and electric vehicles, offering financial incentives to reduce vehicular emissions, modernise the commercial fleet, and strengthen clean mobility across the National Capitaal Region (NCR).

The Delhi government has approved the implementation of the Centre's PARIVARTAN scheme to accelerate the replacement of ageing commercial vehicles with cleaner Bharat Stage (BS)-VI-compliant and electric vehicles. Cleared by the Delhi Cabinet, the initiative aims to reduce vehicular emissions, modernise the commercial transport fleet, and improve air quality across the National Capital Region (NCR). The scheme forms part of a broader strategy to promote sustainable mobility while encouraging the adoption of cleaner transport technologies.

Under the PARIVARTAN scheme, owners of eligible old commercial vehicles, including trucks and buses, will receive a range of financial incentives to replace their vehicles with cleaner alternatives. The incentives include concessions on motor vehicle tax, exemption from registration fees, interest subvention on vehicle loans, support from vehicle manufacturers, and financial assistance for electric vehicle purchases. These measures are intended to reduce the cost of fleet modernisation and encourage quicker adoption of low-emission vehicles.

The programme targets highly polluting commercial vehicles operating in Delhi-NCR, where transport emissions remain a major contributor to air pollution. By facilitating the transition to BS-VI and electric vehicles, the government aims to significantly lower particulate matter and greenhouse gas emissions while improving fuel efficiency and environmental sustainability. The initiative also complements ongoing efforts to strengthen the region's clean transport ecosystem and meet long-term air quality goals.

The scheme will be implemented through coordinated efforts involving the Delhi government, the Ministry of Road Transport and Highways, and the National Capital Region Planning Board (NCRPB). Vehicle owners opting for replacement will be required to scrap their old vehicles through authorised scrapping facilities before becoming eligible for incentives. This process is expected to ensure the systematic removal of end-of-life commercial vehicles from the region's roads while supporting the formal vehicle recycling ecosystem.

Officials stated that the approval marks an important step towards building a cleaner and more efficient commercial transport network. The scheme is also anticipated to stimulate demand for BS-VI and electric commercial vehicles, benefiting the automotive manufacturing sector and supporting India's transition towards sustainable mobility.
