MP Cabinet Clears Greenshoe Option for Coal Power Expansion

The Madhya Pradesh cabinet approved the "greenshoe option" an idea with coal-based power projects for enhancement of energy security and cost save, It is a method used in the financial market to facilitate additional allotment of shares. Ultimately, this is a new, innovative approach to increase the coal-fired power capacity for the state of Madhya Pradesh without issuing new tenders. Urban Development Minister, Kailash Vijayvargiya elaborated on this somewhat unique model stating that this approach coordinates the procurement processes and minimizes delays while factoring in demand and cost-effectiveness.

This decision comes after the Union government`s approval of the allocation of coal for new thermal power plants in Madhya Pradesh with a total capacity of 4,100 MW, with estimated investments of Rs 25,000 crore. The new thermal power plants will significantly influence the energy infrastructure of the state and help address issues associated with peak demand, seasonal demand patterns, and increasing demand arising from industrial growth while enforcing fiscal discipline.

The Madhya Pradesh Power Management Company Limited (MPPMCL) has previously implemented similar approaches with renewable energy and going forward with coal represents a sizable policy shift. The energy plan for the state represents a careful balance between renewables, hydro and thermal energy, ensuring both grid stability and the lowest-cost source of energy.

While the environmentalists remain involved in the overall debate, the provincial government has made assurances that the new plants will use cleaner technologies and comply with new emissions standards and will frame the greenshoe option as an option for controlled future expansion. This strategy put Madhya Pradesh into a state of power surplus as a progressive energy producer while embracing innovative infrastructure planning by investing in future development while still allowing procurement flexibility.
