US Secretary of State Marco Rubio visits Reliance Industries’ Jamnagar refinery to discuss Venezuelan crude, energy security and investment with Mukesh Ambani amid ongoing India-US trade negotiations.

US Secretary of State Marco Rubio is visiting Reliance Industries’ Jamnagar refinery in Gujarat to discuss energy cooperation, Venezuelan crude oil and potential investment opportunities with company chairman Mukesh Ambani. The October 21, 2026, visit comes as India and the United States seek to strengthen commercial ties and advance negotiations on a bilateral trade agreement.

Rubio arrived in Jamnagar during a three-day official visit to India focused on energy trade, investment, defence and critical technologies. Earlier, he met External Affairs Minister S. Jaishankar in Mumbai, where the two sides discussed bilateral cooperation and regional developments. Rubio said negotiations on the proposed India-US trade agreement were nearing completion, with a few issues still requiring resolution.

Energy security is a central focus of the Jamnagar engagement. Washington is exploring ways to increase the availability of Venezuelan crude in international markets and has expressed interest in Reliance processing larger volumes of the oil. Rubio described India as a refining powerhouse, highlighting the country's ability to process different grades of crude oil, including heavy crude.

Reliance’s Jamnagar complex is particularly relevant because of its large-scale refining infrastructure and capacity to handle diverse crude grades. The company also has existing oil concessions in Venezuela, creating potential opportunities to discuss both increased production and refining. However, no agreement to expand Venezuelan oil processing or production has been announced.

The discussions come amid continuing differences between New Delhi and Washington over tariffs and India's purchases of Russian crude. The US has encouraged India to diversify its energy supplies and increase purchases of American energy and technology. India, meanwhile, has sought to balance its energy requirements, supply security and commercial interests.

Reliance's investment interests in the United States could provide another area for discussion. The company has been associated with a proposed refinery project in Brownsville, Texas, adding a commercial dimension to the energy relationship. Rubio's broader India visit also includes engagement with other major Indian business groups to explore investment and economic cooperation.

The Jamnagar visit highlights the growing role of India's refining industry in international energy discussions. The outcome of the meeting could inform future commercial engagement, although any expansion in Venezuelan oil production, imports or refining would depend on further negotiations and applicable regulatory arrangements.
