Odisha signs 18 MoUs worth ₹1.17 lakh crore for 11,742 MW of proposed clean energy capacity across solar, wind, pumped storage, green hydrogen, battery storage and green data centres.

Odisha has secured investment proposals worth approximately ₹1.17 lakh crore across renewable energy and emerging clean-technology projects, with a combined proposed capacity addition of 11,742 megawatts (MW). The state signed 18 Memorandums of Understanding (MoUs) at the Bharat Renewable Energy Summit and Expo 2026 in New Delhi on November 3, strengthening its efforts to attract large-scale investment and develop a diversified clean energy ecosystem.

The MoUs were exchanged in the presence of Odisha Chief Minister Mohan Charan Majhi and Deputy Chief Minister Kanak Vardhan Singh Deo. Both leaders also inaugurated the Odisha Pavilion and the Netherlands Pavilion at the summit, where the state showcased its renewable energy potential, industrial strengths and investment opportunities.

The proposed investments cover several segments of the clean energy value chain, including pumped-storage hydropower, solar and wind power, hybrid renewable energy projects, battery energy storage systems, green hydrogen and green data centres. The broad investment mix reflects Odisha's intention to develop renewable generation alongside energy storage and emerging technologies that can support industrial growth and changing electricity requirements.

Pumped-storage projects and battery energy storage systems are important components of the proposed portfolio, as they can help balance electricity supply from variable renewable sources. Green hydrogen projects also offer opportunities to support industrial decarbonisation, while green data centres indicate the state's interest in attracting digital infrastructure that incorporates cleaner energy solutions.

The state government is positioning Odisha as an investment destination by highlighting its industrial ecosystem, infrastructure potential and policy support for renewable energy development. The Odisha Pavilion at the summit is intended to connect potential investors with opportunities across the state's clean energy sector and encourage participation from domestic and international companies.

The latest agreements come as Odisha seeks to diversify its traditionally mineral- and coal-dependent industrial economy and increase the contribution of renewable energy to its power mix. The state has substantial untapped resources, including an estimated solar potential of 139.5 GW and wind potential of 12.13 GW. However, installed renewable capacity remains considerably below this potential, creating opportunities for further investment and project development.

The proposed capacity addition of 11,742 MW would contribute to Odisha's longer-term energy ambitions and support India's broader transition towards non-fossil fuel-based electricity generation. The investment proposals also create potential opportunities across project development, equipment manufacturing, storage infrastructure and associated services.

However, the MoUs represent proposed investments rather than completed projects. Their implementation will depend on subsequent project approvals, financing, land availability, grid connectivity and execution. The state government's ability to translate these agreements into operational capacity will be important in determining the scale of the expected investment and energy additions.
