Assam to Establish Skill India International Centre for Global Jobs
Assam signs an MoU with the Union Skill Development Ministry to establish a Skill India International Centre and announces two industry-supported ITI clusters to expand employment opportunities for Northeast youth.
Assam is set to establish a Skill India International Centre (SIIC) to equip young people with industry-relevant skills and improve their access to employment opportunities in international markets. The initiative follows a Memorandum of Understanding (MoU) exchanged between the Union Ministry of Skill Development and Entrepreneurship (MSDE) and the Government of Assam in Guwahati.
The agreement was announced during the Northeast Tourism and Hospitality Skill Conclave 2026, organised by the ministry with a focus on strengthening the region's vocational training infrastructure and expanding international workforce mobility. The proposed centre will provide industry-aligned training, internationally recognised certifications and pathways to overseas employment, helping candidates prepare for the requirements of global employers.

Union Minister of State (Independent Charge) for Skill Development and Entrepreneurship Jayant Chaudhary delivered the keynote address at the event. He highlighted the importance of aligning India's skill development framework with changing industry requirements and international employment standards. He also emphasised the role of the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme in transforming Industrial Training Institutes (ITIs) into modern, industry-responsive training institutions.
Assam's Minister for Skills, Employment and Entrepreneurship Biswajit Daimary highlighted the employment potential of tourism and hospitality across the Northeast. He stressed the need to equip young people with relevant skills, professional exposure and training opportunities to help them access jobs within India and abroad.
Alongside the SIIC agreement, Letters of Intent (LoIs) were signed for two ITI clusters under the PM-SETU initiative. The Jorhat cluster will receive support from Numaligarh Refinery Limited (NRL), while Oil India Limited (OIL) will support the Tinsukia cluster. The partnerships are intended to strengthen industry participation in vocational education and improve the alignment between training programmes and workforce requirements.
The conclave also featured discussions on international mobility, WorldSkills and emerging employment opportunities in tourism and hospitality. Industry representatives and skill development institutions examined international skill standards, employer expectations and training requirements for candidates seeking overseas careers.

The Government of Assam also presented its CM FLIGHT Scheme and its vision for a Global Skill Centre, outlining additional efforts to strengthen the state's workforce development ecosystem.
The initiatives form part of broader efforts by the Centre and the Assam government to connect vocational training with employment opportunities and encourage industry-led skill development. By combining international certification pathways with industry-supported ITI clusters, the state aims to improve workforce readiness and expand career opportunities for young people across the Northeast.
