TRAI Launches Digital Connectivity Rating Platform

TRAI launches a Digital Connectivity Rating Platform that lets consumers search, compare and verify property connectivity ratings while enabling digital assessment and certification of buildings.

The Telecom Regulatory Authority of India (TRAI) has launched the Digital Connectivity Rating (DCR) Platform, an integrated digital system designed to help consumers assess and compare the digital connectivity readiness of properties.

The platform brings Property Managers, registered Digital Connectivity Rating Agencies (DCRAs) and consumers onto a common interface. It supports the implementation of the Rating of Properties for Digital Connectivity Regulations, 2024, as amended in 2026, and the Rating Manual 2026.

The platform allows Property Managers to register properties under categories including residential, commercial, government and public properties. They can submit rating applications, upload required documents, select a registered DCRA and monitor the progress of their applications through the system.

Registered DCRAs can access assigned applications and conduct assessments of both constructed and under-construction properties. The platform supports the recording of observations and test results, management of supporting documents, report generation, certification and publication of digital connectivity ratings.

A dedicated mobile application will support field assessments by enabling authorised DCRAs to conduct in-building digital connectivity measurements according to TRAI's prescribed testing methodology. Data submitted through the web platform and information collected during physical assessments can be synchronised within the system.

For consumers, the platform provides a public search interface where properties can be located using their name, certificate ID or location. Users can view digitally signed rating certificates and verify their authenticity through QR codes. The system also enables consumers and other stakeholders to compare rated properties.

The rating framework assesses factors associated with digital connectivity infrastructure, including fibre readiness, mobile network availability, in-building connectivity solutions and Wi-Fi infrastructure. TRAI says the framework is intended to establish a standardised methodology for assessing connectivity across different property categories.

TRAI Chairman Anil Kumar Lahoti said the platform establishes a transparent and standardised framework for assessing the digital connectivity readiness of properties. Publicly searchable ratings and verifiable certificates are intended to provide consumers with comparable information when evaluating homes and offices.

The DCR framework follows amendments introduced by TRAI in May 2026 and the amended Rating Manual issued in June. The updated framework includes provisions for under-construction properties, optional digital connectivity audits, technology-neutral fibre and wireless backhaul, standardised testing and defined sampling methods.
