Nepal Seeks India Nod for National ID as Travel Document

Nepal has requested India to recognise its National Identity Card as a valid travel document to simplify cross-border movement, improve digital identity verification, and strengthen tourism, trade, and people-to-people connectivity.

The Government of Nepal has sought recognition from India for the use of the Nepal National Identity Card (NID) as a valid travel document for cross-border movements to make the process of travelling easier for the people and enhance connectivity between the two neighboring nations. This was suggested during bilateral talks at the highest level, indicating the attempts of Nepal in modernizing its border security regime while maintaining the ease of travel through the open borders between India-Nepal.

At the moment, citizens from India and Nepal are not required to have a visa when moving between these two nations as per the India-Nepal Treaty of Peace and Friendship signed in the year 1950. Travelers are usually supposed to carry certain forms of identification issued by the government, including passports or voter identity cards especially when traveling by plane. It is believed that acceptance of the National Identity Card will help to make the process easier.

This move follows the rapid deployment of Nepal’s biometric National Identity Card program across the country. The ID card possesses several security features and contains a distinct digital identity that is tied to the population registry database of Nepal. The authorities in Nepal believe that the adoption of NID will not only facilitate identity verification and minimize document fraud but also ensure efficient border crossing.

This proposal has been discussed in the ninth meeting of the Nepal-India Oversight Mechanism, where representatives of both nations deliberated on the current status of bilateral cooperation in connectivity, infrastructure, energy, and border management. Apart from the proposal for the identity cards, the meetings were held on many other proposals that would help improve the connectivity and infrastructure in various forms like transport connectivity, integrated check posts, railway connectivity, petroleum pipeline, and power transmission infrastructure.

The card will only add to the list of existing travel documents if it is adopted in India, and not replace the identification requirement for travel purposes. It is estimated that the card will be beneficial to millions of citizens who frequently travel across the border for work, education, medical, tourism, family, pilgrimage, and business reasons.

The proposal is a reflection of the greater move towards digital governance and identity management in the whole of South Asia. The integration of the new identity systems in cross-border travel will help both nations improve border management without losing the special relationship between the two. Better documentation will help with improved data management and security while improving border crossings.

While there hasn’t been any official announcement made by India on the issue yet, the move reflects the common determination of both nations to deepen their bilateral relations through enhanced connectivity, innovations, and people-centered initiatives. Should the recognition of the national identity card of Nepal come into force, it would further reinforce the economic relation and promote tourism and ease of travel between the two nations.
