IBM and MeitY Startup Hub Partner to Boost Deep-Tech Startups
IBM and MeitY Startup Hub sign an MoU to support Indian deep-tech startups with AI, hybrid cloud and quantum computing technologies, mentorship, skills training and enterprise connections, including opportunities for innovators in smaller cities.
IBM and MeitY Startup Hub (MSH), an initiative of the Ministry of Electronics and Information Technology (MeitY), have signed a memorandum of understanding (MoU) to accelerate the growth of India’s deep-tech startup ecosystem. The collaboration aims to provide startups with access to enterprise technologies, technical mentorship, skills training and business opportunities.
The partnership will focus on startups developing solutions in artificial intelligence (AI), hybrid cloud and quantum computing. By combining MSH’s nationwide innovation network with IBM’s technology expertise, the initiative aims to help emerging companies develop, validate and scale solutions for domestic and international markets.

Under the agreement, participating startups will receive technical guidance on IBM’s enterprise technology platforms, including watsonx, its AI and data platform; IBM Bob, an AI coding agent; and IBM Sovereign Core, a software stack designed to support digital sovereignty. The collaboration will also cover hybrid cloud, cyber security, automation and quantum computing technologies.
The initiative will support proof-of-concept projects, sovereign AI innovation, open-source development and founder mentorship. Startups will also have opportunities to demonstrate their solutions to enterprises and investors, helping them assess commercial viability and address real-world business challenges. The collaboration will cover sectors such as banking and financial services, government and industry.
A key focus will be identifying and nurturing promising startups from Tier 2 and Tier 3 cities, broadening access to advanced technology resources and business networks beyond major innovation centres. The programme is intended to help founders strengthen technical capabilities, validate products against enterprise requirements and explore commercialisation opportunities.
Dr Panneerselvam Madanagopal, Chief Executive Officer of MeitY Startup Hub, said the partnership aims to strengthen India’s indigenous deep-tech capabilities and encourage technology-led entrepreneurship. Sandip Patel, Managing Director of IBM India and South Asia, said the collaboration would help founders develop and scale solutions for Indian and international markets.
The MoU also builds on IBM Ventures’ existing engagement with Indian startups. Through its investment activities, technology expertise and industry network, IBM Ventures supports founders developing enterprise technology solutions.
